Taiwan officials from the Mongolian and Tibetan Commission expressed grave concern over the activities of the Chinese authorities following the riots, and condemned Martial Law as "repressive". The Director of the Tibetan Affairs Office said "we respect the Tibetans' struggle for their cultural and religious freedom and against communist rule", but added that the Taiwan government opposed pro-independence ideas advocated by some Tibetans.
12. The Executive Yuan's ad hoc group on mainland affairs began on 27 March to consider a draft law governing the people of Taiwan and residents of the mainland. Its 48 articles cover questions such as marriage, inheritance, commercial activities, communications and so on. A Taiwan freighter, the Kuang Ta 2, was arrested by Chinese customs authorities while sailing from Hong Kong to Kaosiung on 4 March. The ship and the crew were eventually released allegedly after confessing to 'smuggling'; and over 4,000 cases of cigarettes were confiscated off her. A Hong Kong press agency reported on 29 March that an alleged murderer who had fled to the mainland would be "extradited" back to Taiwan. This would take place in two stages. He will be taken first from Taiwan to Singapore, and will be picked up there by Taiwan police officers.
