Summary
1
Peking begins to portray Taiwan as having incited the demonstrations on the' mainland. A Taiwan reporter is expelled for illegal news coverage and contacting dissidents.
A great coup for Taiwan in setting up diplomatic relations with Grenada which had had relations with China.
Further successors for flexible diplomacy Irish trade office opens in Taipei, relations with Western Europe thickening, announcement of airlink between Australia and Taiwan.
Primary elections produce few surprises and a certain amount of embarrassment for both the ruling Kuomintang and the
Opposition.

As the Peking propaganda machine has got more comfortably into its stride, so the alleged role of the Taiwan authorities in provoking disturbances on the mainland appears to have grown. The fullest version of this was given in the People's Daily's publication of a "memorandum on the quelling of the rebellion" which gave a detailed account of the involvement of Taiwan, ranging from propaganda, through espionage, to the funding of the democratic movement. The Chinese have also been much exercised over Taiwan's support for exiled dissident activities, notably the First Congress of Chinese Students in the United States held in Chicago on 27 July. In fact, the Taiwan authorities do not appear to have had much overt success in associating themselves with these activities. The Chairman of the Kuomintang's Overseas Chinese Affairs Committee, Cheng Hsin-chung, made a rather botched attempt to meet the former student leader Wuer Kaixi in Chicago (although Peking took it as further evidence of their involvement). The Taiwan "Foreign Minister", Lien Chan, managed to wangle attendance at the French bicentennial but failed to make significant public contact with Chinese dissidents in France.

The Chinese did however manage to catch a Taiwan journalist, Huang Teh-pei of the Independent Evening News, in apparent clandestine contact with another former student leader, Wang Dan. Huang was arrested on 3 July after what seemed a very amateurish meeting with Wang, easily observed by the Chinese security forces. The Taiwan authorities immediately expressed concern at the highest level and the Director of the Government Information Office,
