TAIWAN AND HONG KONG

In your letter of 19 September to Dominic Morris you commented on the Taiwanese approach to Tom Arnold.

Arnold called on me this morning and I spoke as in your letter, and Charles Powell's of 1 August. He should encourage the Taiwanese to put money into Hong Kong and to help over refugees but he should be clear that there was no question of formal discussions or special links.

I also pointed out that the Taiwanese authorities had publicised his meeting with Premier Li Huan (he commented that they had promised not to do so).

He said this line caused him no trouble at all. He would shortly be making another visit to Taiwan in his IDU capacity and would keep us in touch.
