The membership then agreed includes the Chairman of the Public Service Commission. Since our proposal (in paragraph 7) represent s a departure from such an agreement, the Chinese will have to be informed in advance.

The public at large is unlikely to show much interest in the Bill. The legal profession will maintain its opposition to the Attorney

General's membership of the Commission, the quorum of six which they consider to be too low, and the voting requirement which they think should not allow a resolution to be made with more than one dissenting vote. However they are likely to welcome the proposed consultation mechanism for the appointment of the two members from the legal profession.
