a thorough review of the Judicial Service Commission is now
due if the essentials of the system for the selection and
appointment cf Judges is to see Hong Kong up to the
establishment of a final Court of Appeal in Hong Kong and
beyond. Changes should not be grafted onto the basic system
unless the basic system is sound.
To that end, the Bar Association and the Law Society
Matters which ought to be included in
call for such a review.
