FUTURE OF HONG KONG: LEGAL MATTERS
1. The attached running file contains four papers on particular legal aspects of the future of Hong Kong prepared by Mr Steel of Legal Advisers. They are as follows:
(A)
Extradition. Two minutes dated 24 April and 16 June 1987.
Hong Kong have copies;
(B)
Two minutes
(C)
Civil Law: Co-operation with other Jurisdictions.
dated 16 and 19 June 1987. They were forwarded to Hong Kong under cover of a letter from me dated 18 November 1987, inviting their comments. (A copy of the letter is attached below the paper.) Details of the various multilateral and bilateral agreements that apply to Hong Kong and that touch on civil law co-operation are set out in the notes prepared by NTD, also attached to the paper. They were also sent to Hong Kong. To the best of our knowledge these details are complete and accurate at the time of writing, but they may of course change between now and 1997 and we will need to be alert both to changes and to the possibility that some details may have slipped the net;
Abolition of Appeals to the Privy Council. Dated 22 July 1987. Hong Kong have a copy. They have yet to comment, because they wished to consider the issue in the context of our consideration (now going on) of proposals for the establishment of a Court of Final Appeal in Hong Kong;
