Finally, may I correct what appears to be a misunderstanding in your letter of 13 June. The Committee for the Basic Law mentioned in Articles 17, 18, 157 and 158 of the draft Basic Law, is quite distinct from the Basic Law Drafting Committee (BLDC) to which you refer in paragraph two of your letter. The BLDC was established for the purpose of drafting the Basic Law and will be dissolved in 1990 after the Basic Law has been promulgated. It consists of 59 members, including 23 from Hong Kong.
The Committee of the Basic Law is not yet in existence and its exact composition and functions have yet to be determined.
Now that the drafting of the Basic Law, effectively suspended after the events of 3/4 June, is beginning to resume, we shall be using every channel open to us to influence the process. The whole question of interpretation of the Basic Law, and the role of the Committee of the Basic Law, is one to which we will be giving particular attention. Your letters have therefore been most useful and timely.
