Problem

The nomenclature used in the draft BL is unfamiliar to HK people and, by reference to that used in the mainland, does not reflect the status and level of responsibilities of the SAR officials in question.

Suggested Solution

CS, FS, and AG should be called "Zong Si Zbang (2)" in Chinese, while their English titles should remain the same. Secretaries should be called "Si Zhang ()

)", while their English titles should remain the same.

"Chief Executive ( fj†)" is

intended to be a description and not a formal title of the post. Further consideration should be given to how the post should be called.

Chapter IV, Section 4: Judicial Organs

Ch. V, Section 4

Section 4, which deals with the SAR's judicial organs, sits uncomfortably in a chapter entitled "Political Structure”.

Suggest that either Chapter IV be retitled as "Political and Judicial Structures", or Section 4 be taken out from Chapter IV to form a new Chapter by itself.
