Problem

Chinese side envisage that Exo members and principal officials selected by the first CE should not take up office until 1 July 1997. This could mean wholesale changes resulting in major discontinuity at those levels.

Suggested Solution

the EC and for drawing members from the various sectors were made clear in the NPC Resolution.

To ensure a smooth transfer, arrangements should be made to allow Exco members and principal officials of the first SARG chosen by the CE-designate (and agreed by the CPG in the case of principal officials) to be put into place shortly before 1997.
