within the restricted categories in Art. 73 should also be subject to the CE's consent before they are moved.

The operation of Art. 52(2)

introduce bills. "However, the written consent of the Chief Executive shall be obtained before any Bill is introduced, or any amendment is moved, that relates to public

revenue or expenditure, and to the structure of government, but this requirement shall not apply to any Bill which the Chief Executive has already twice refused to sign under Art. 50."
