It is suggested that para. 2 be revised as:
"National laws shall not be applied in the HKSAR except for those listed in Annex III to this Law. The laws listed in Annex III to this Law shall be applied locally in the Region by way of promulgation or legislation, taking account of the specific circumstances of the Region."
The first sentence of para. 3 should be recast as:
"The Standing Committee of the NPC may make additions to or deletions from the list of
