The following comments relate to two general points on the texts of the draft Basic Law:
Nomenclature
The nomenclature of various governmental organs and posts needs further consideration. We have expressed our views on how senior civil service posts of the SAR should be titled in the two papers handed over the Chinese side in December 1988. Articles which would have to be examined further in this regard are: Articles 15, 19, 43, 44, 45, 46, 47, 48(5), 53, 57, 58, 60, 72(7), 72(9), 80, 89, 100 and 158, as well as Annexes I & II, the Draft NPC Decision and the Proposal for the Basic Law Committee.
(B) Use of Pronouns
The "he/she" and "his/her" forms are used quite extensively in the English text. For the sake of clarity, the "he or she" and "his or her" forms are preferred. It is therefore suggested that the following articles should be amended accordingly: Articles 46, 47, 49, 50, 52, 53, 55, 56, 72(9), 78 and 88.
