19. We will need to list other instances.

(c) The problem of "SAR" and "SARG" remains, most noticeably in

Chapters V and VI. I remain of the view that "SAR" should be

used where the function requires or permits both legislative and

executive action and "SARG" should only be used where an

executive function is required: eg Article 117 is (for this as

well as other reasons) wrong, Article 118 is right.

(a) We will, no doubt, be considering a linguistic paper on the

English text for passing to the Chinese, but we should also

consider whether we should get in touch with the BLCC to

influence their 'expert translators' in any discussions they

have with the Chinese.
