Chapter I: General Principles
Article 1
The Hong Kong SAR is
an
inalienable part of the
PRC.
Article 2
The NPC authorizes the Hong Kong SAR to exercise a
high degree of autonomy in accordance with the provisions
of this Law and to enjoy executive, legislative and
judicial power,
independent
adjudication.

Article 3
The executive authorities and legislature of the
Hong Kong SAR shall be composed of permanent residents of
Hong Kong in accordance with the relevant provisions of
this Law.
Article 4
The Hong Kong SAR safeguards the rights and
freedoms of the residents and other persons in the Region
in accordance with law.
Article 5
Socialist system and policies shall not be
practised in the Hong Kong SAR and the existing capitalist
system and way of life shall not be changed for 50 years.
