Draft Resolution on

First

the Method for the Formation of the

Government and the First Legislative Council of the

Hong Kong SAR by the National People's Congress of the People's Republic of China

(Prepared for the NPC)

1.

The first

Govern ment and the first Legislative

Council of the Hong Kong SAR shall be established in

accordance with the principles of national sovereignty and

of smooth transition.

2.

Within the year of 1996, the NPC shall establish a Preparatory Committee of the Hong Kong SAR, which shall be

responsible for the preparations of the establishment of

the Region, and shall decide on the specific method for the

formation of its first government.

The Preparatory Committee shall be composed of mainland members and of Hong

Kong members who shall constitute no less than 50 per

cent. Its chairman and members shall be appointed by the

Standing Committee of the NPC.

3.

The Preparatory Committee for
