The delineation of constituencies and the voting
procedures etc for the above district elections as well as
the delineation of the various constituencies and their
constituent statutory bodies, the allocation of seats and
election methods shall be prescribed by an electoral law of
the Hong Kong SAR.

Each voter shall have only one vote.
The first Legislative Council shall be formed in
accordance with the "NPC Resolution on the Method for the
Formation of the First Government and the First Legislative
Council of the Hong Kong SAR".
The first to the fourth terms of the Legislative
Council shall be constituted in accordance with the
provisions in this Annex. During the fourth term of the
Legislative Council, the Council shall formulate the
specific method to decide, by holding a referendum among the electorate of the Hong Kong SAR, whether members of the
Legislative Council shall all be returned by universal
suffrage. The result of the referendum shall be reported
to the Standing Committee of the NPC for the record.
The above referendum shall be held only after
obtaining the endorsement of the majority of the members of
the Legislative Council, the consent of the Chief Executive
and the approval of the Standing Committee of the NPC. The
result of the referendum shall be valid and can be
implemented only

implemented from the fifth term of the Legislative
