All scheduled
air
services to, from or through
Hong Kong, which do not operate to, from or through the
mainland of China shall be regulated by the Air Service
Agreements or provisional arrangements referred to in this
Article.
Article 133
The CPG shall give the Government of the Hong Kong SAR the authority to:
all
(1) negotiate and conclude with other authorities
arrangements concerning the implementation of the
provisional
arrangements referred to in Article 132 of this
Air
Law;
Service
Agreements
and
(2) issue licences to airlines incorporated in the
Hong Kong SAR and having their principal place of business in Hong Kong;
(3)

designate such airlines under the Air Service
Agreements and provisional arrangements referred
to in Article 132 of this Law; and
issue permits to foreign airlines for services
other than those to, from or through the mainland
of China.
Article 134

Airlines incorporated and having their principal of business in Hong Kong and civil aviation related businesses there before the establishment of the Hong Kong SAR may continue to operate.
