Article 70

The President of the Legislative Council of the

Hong Kong SAR shall be elected from among the members of the Legislative Council.

The President of the Legislative Council of

Hong Kong SAR shall be a Chinese national of no less than 40 years of age, who is a permanent resident of the Region

and has ordinarily resided in Hong

Article 71

The President of the Legislative Council of the

Hong Kong SAR shall exercise the following powers and

functions:

To decide on the agenda. Items proposed by the government shall be given priority;

(3) To decide on the time and duration of meetings;

To call special meetings during the recess; and

Other powers and functions as prescribed in the

rules of procedure of the Legislative Council.

Article 72

The Legislative Council of the Hong Kong SAR shall

exercise the following powers and functions:

(1) To enact, amend or repeal laws in accordance with

the provisions of this Law and leg al procedures;

(2)

To examine and approve budgets and final accounts

submitted by the executive authorities;

(3)

To approve taxation and public expenditure;

(4)

ΤΟ hear and debate on the work reports of the

Chief Executive;

(5)

To raise questions on the work of the government;
