2.

The delineation of

constituencies and the voting

procedures etc for the above district elections as well as

the delineation of the various constituencies and their

constituent statutory bodies, the allocation of seats and

election methods shall be prescribed by an electoral law of

the Hong Kong SAR.

Each voter shall have only one vote.

The first to the fourth terms of the Legislative

Council shall be constituted in accordance with the above

provisions. During the fourth term of the Legislative

Council, the Council shall formulate the specific method to

decide, by holding a referendum among the electorate of the

Hong Kong SAR, whether members of the Legislative Council shall all be returned by universal suffrage. The result of

the referendum shall be reported to the Standing Committee

of the NPC for the record.

endorsement of a two-thirds majority of the members of the Legislative Council and the consent of the Chief Executive,

and shall be reported to the Standing Committee of the NP C

for the record.
