The power of amendment of this Law is vested in
The right to propose amendments to this Law rests
with the Standing Committee of the NPC, the State Council
and the Hong Kong SAR. Amendment proposals from the Hong Kong SAR shall be submitted to the NPC by the delegation of
the Region to the NP C after obtaining the consent of
two-thirds of the deputies of the Region to the NPC,
two-thirds of all the members of the Legislative Council of
the Region, and the Chief Executive of the Region.
Before a proposal for an amendment to this Law is
put on the agenda of the NPC, the Committee of the Basic
the Hong Kong SAR, shall first study it and submit
its views.
No amendment to this Law shall contravene the established basic policies of the PRC regarding Hong Kong.
