Article 127

The Government of the Hong Kong SAR shall create
conditions and take measures for the ma inten an ce of the
status of the Region as a centre of international and
regional aviation.
Article 128
The Hong Kong SAR shall continue the previous
system of civil aviation manage пent in Hong Kong and keep
its Own aircraft register in accordance with provisions
laid dow n by the CPG concerning nationality mark s and
registration mark s of aircraft.
Access of foreign state aircraft to the Hong Kong
SAR requires the special permission of the CPG.
Article 129
The Hong Kong SAR shall be responsible on its own
for matters of routine business and technical management of civil aviation, including the management of airports, the
provision of air traffic services with in the flight information region of the Hong Kong SAR, and the discharge
other responsibilities allocated to it under
regional air navigation procedures of the
Civil Aviation Organization.

Article 130
The CPG shall, in consultation with the Government
of the Hong Kong SAR, make arrangements providing for air services between the Region and other parts of the PKC for airlines incorporated in the Hong Kong SAR and having their principal place of business in Hong Kong and other airlines
of the PRC.
