Fundamental
Rights and
Duties of
the
Residents
Residents of
the Hong Kong SAR, or Hong
Kong
residents for short,
include
permanent
residents
and
non-permanent residents.
Permanent residents of the Hong Kong SAR are:
(1) Chinese nationals born in Hong Kong before or
after the establishment of the Hong Kong SAR;
(2) Chinese nationals who have ordinarily resided in Hong Kong for a continuous period of no less than
seven years before

the Hong Kong SAR;
(3) Persons of Chinese nationality born outside Hong

(6) Persons other than those residents listed in
categories (1) to (5), who had the right of abode
only in Hong Kong before the establishment of the
Hong Kong SAR.
