(v) Power of interpretation of the Basic Law (Article 157, formerly 169): Significant progress. The revised draft leaves the final power of interpretation with the NPC but defines the

jurisdiction of the SAR Courts more generously than in the first

draft, in particular by apparently leaving the decision when to

refer cases to the Hong Kong courts.

(vi) Economic policy provisions (Chapter V): The provisions

remain in the text in terms which would make them justiciable.

(vii) Political System: The new "mainstream formula" which

emerged was generally condemned by the "liberal" lobby in Hong Kong

as too conservative.
