SECRETARY FOR EDUCATION AND MANPOWER: Sir, the only answer I can give at this stage is that the package is as attractive as is reflected by the slight fall-off for the first time of university graduates joining the profession. That decline is a small one. It does not look serious. One can only assume at this stage that there is no cause for alarm.
鄭德健議員問:為了減低教師的流失量,政府可否考慮改善教師一向較重的教學工作負擔,容許 每間學校增加教師人數,將小學的1:1.2及中學的1:1.3的班級與教師的比例放寬?又 可否減少每班學生40名的人數?
SECRETARY FOR EDUCATION AND MANPOWER: Sir, I am afraid I cannot comment specifically on the teacher to class ratio or on the teacher to pupil ratio at this point in time. These figures have been derived and entered in the Codes of Aid after years of experience. If they are to be reviewed at all, they should be reviewed by the Board of Education and the Education Commission. The Administration has given regard to teaching loads, taking care to avoid them becoming too heavy. As an example of this, additional posts, some 300 of them, were created only this September to relieve the increasing burden of teaching of the Chinese language.
司徒華議員問:主席先生,剛才教育統籌司在其答覆內提到資助學校及官立學校裡,教師的空缺 並不多。請政府告知本局,在這兩類學校裡,有多少現職教師是未經專業訓練的?有多少是已超 越了退休年齡的?有多少是教非所學(即其任教科目並非他的專長)的?這幾類教師現在所佔的 百分比是否比以前大大增加?是否由於這樣,才使出現的空缺不多?
SECRETARY FOR EDUCATION AND MANPOWER: Sir, I am afraid I have not with me figures for teachers who have not been fully qualified or who have gone beyond retirement age. I do have a figure for the number of teachers who have been recruited but without standard qualifications. That is to say, they are not graduates of the colleges of education or Commonwealth universities. These represent about 3.2% of the total complement of teachers in all schools, both primary and secondary. The absolute figure is slightly over 1 000.
梁煒彤議員問:教育統籌司可否告知本局有關中學及小學教師的空缺數據?可否進一步告知本局 那些科目及那些地區面臨教師短缺問題較為嚴重?
