THE GOVERNOR'S ADDRESS TO LEGCO, 11 OCTOBER:
PASSAGE ON UK/HONG KONG RELATIONS AND NATIONALITY
1. The Governor's annual address to LegCo is an important
political event in Hong Kong. It sums up much of what has happened in the past year and sets the tone for the coming session.
2.
The address is very much the Governor's own speech. By
tradition, he does not clear the text with us, although as a courtesy he sends us the relevant parts of the speech in advance and is willing to consider suggested amendments from ourselves and HMA
Peking.
3. We have taken a careful look at this year's draft address,
which the Governor telegraphed to us last week. Most of it is completely unexceptionable and is expressed in standard terms. We have however suggested a number of minor drafting points, most of
which the Governor has taken on board.
