Paragraph 2 is an accurate description of the practice regarding the drafting of the Governor's annual address to LEGCO. The only parts of the draft on which we have thought it right to offer comments in recent years have been those dealing with relations with China, where we clearly have a locus.
3.
The passage dealing with Hong Kong's relations with the United Kingdom is, as Mr Paul says, an innovation. I personally regret the Governor's decision to include it, but I can see why he finds it necessary to do so and the passage as now drafted is relatively uncontentious. The Secretary of State should be aware of what Sir D Wilson intends to say, but I hope that he will not think it necessary to object.
