VIETNAMESE BOAT PEOPLE: THE GOVERNOR'S ADDRESS TO LEGCO

1. The text in Hong Kong Telno 3192, covering the Governor's remarks on Vietnamese Boat People, strikes a good balance between the need to answer Hong Kong public criticism of the policy on Boat People and the need to call for further tolerance and patience on the part of Hong Kong people. While it is open to a little tinkering - for instance to make the point that repatriation is the most humane option I prefer to Leave the shape of the text intact. I hope you agree.
