現在我談談有關國籍法的問題。剛才我提到外交事務委員會的報告書偽善的一面,現在我要讚 賞英國外相賀維爵士誠實坦率的一面,在外相訪港期間,-

份表現出他的談話是如實反映出 内心世界的想法,就是港人合理要求的居英權,是絕對不可能的,就是兩個字 "N" "O" "NO"。

英國管治香港有百多年,今日是香港市民最需要有保障的時刻,但是作為英國政府的代表竟然 拒絕我們,這是很難令港人信服的,其實港人並無奢望要往英國居留的意圖,而他們尋求居留權 只是對香港未來的信心問題的一個具體表達的表現,假如没有北京天安門事件,港人根本不會希 罕或提到居留權的問題。

所以如何維持香港人的信心,我相信中國政府在今後的未來八年內應要做大量的工作,以挽回 港人的信心,以及我們在這時可以做的包括-

份發揮港人擁有的優越條件,例如經濟上的繁榮和 富裕,民主政制的進一步完善發展,在基本法的制訂和通過中英聯絡小組上-

份表達香港人的憂 慮,證明香港的繁榮安定,以及維持香港現有的資本主義制度和生活方式,不單是符合港人的願 望,同是亦符合中國的(不管那時中國的當權者是否今天的當權者)利益的,我們和他們的利益 是一致的。

主席先生,我想起西班牙一個作家塞高提斯的一部叫唐吉訶德傳的作品中的唐吉訶德,雖然他 面對似乎很多很難解決的困難和問題,但憑着他對真理的堅強信念,仍然一往直前,絕不後退。

香港市民在爭取國籍法雖然成功機會不大,但通過這次由兩位首席議員訪英之行,-

份向全世 界人證明出香港市民是團結一致,步伐是一致,而這個力量對面對未來艱難的歲月,將會發揮無 窮的動力,引領我們走向光明的未來。在前進的道路,我相信是曲折的,但我有信心相信我們的 未來是光明的。

MISS TAM: Sir, let me first thank you for allowing me to speak at such short notice. I had been travelling abroad and was therefore unable to attend the preparatory meetings that my colleagues had held for this debate and I thought the least I could do is to stay at the last stand of the queue so as to hear my colleagues first.

I had the opportunity to speak abroad about the situation in Hong Kong. When I first accepted the invitation, it was some time in April. Our Hang Seng Index was climbing from 3 200 points to 3 300 points. The Mid-level luxury flats were selling at about $2,400 per sq ft. But by the time I actually took the plane and flew to Britain, the Hang Seng Index had dropped a thousand points and there was a 50% lop-off from the price of property situated at the Mid-levels of Hong Kong. A survey had just been done showing that our confidence in our economic and political future was standing at the lowest point since the signing of the Sino-British Joint Declaration. I think the reason was obvious. We had been hoping for a China that will be continuing its opening-up and some day
