why the Government does not immediately put right the six pressing problems referred to above.

Finally, I wish to thank the government doctors and nurses for having drawn the public's attention to these problems and I salute them for having done so much for their patients under such trying circumstances and for still remaining in government service. And although regrettably the Consumer Council cannot give its support because it has no jurisdiction over services provided by the Government under the Consumer Council Ordinance, let me assure the government doctors and nurses that they have my fullest support as a Member of this Council.

司徒華議員致辭:主席先生,醫療服務是廣大市民生命健康的保障,是政府義不容辭的職責。多 少年以來,從本局的質詢和討論、社會的輿論、專業人士的批評、到市民的投訴,都不斷在指責 政府未盡其全責,克服弊端,改善服務。去年九月,政府醫生更發出了哀的美敦書:要求增加人 手,改善服務條件、遏止人材流失,已到了刻不容緩的關頭!

政府對這樣強烈迫切的聲音,採取了怎麼樣的態度呢?工業行動 了怠工的工業行動,以蝸牛的速度去回應十萬火急的呼籲。

怠工。是政府首先採取

本月初,政府醫生在發出了哀的美教書的半年後,採取了不影響市民利益的工業行動。今天, 政府護理人員也開始了同樣的行動。一些資助機構的醫療人員,亦已發出了警告。

這些醫療人員的工業行動的最主要目的,就是改善向市民所提供的醫療服務。他們的服務條件 的改善,也就是醫療服務的改善,在現階段,他們的行動仍是以市民的利益為重。所以,他們的 行動和利益,與市民的要求和利益是一致的。

即使是反對任何工業行動的最保守頑固的人,他們應該首先反對政府的工業行動 醫療服務的怠工。

對改善

更使人難於理解的是,在事態嚴重的今天,政府仍然拒絕第三方面參與斡旋調解的善意建議。 是不是恐怕由此暴露出政府的理虧和無能呢?我希望政府立即改變這種封閉的態度,以謀事件的 順利、迅速、合理解决。

主席先生,我謹此陳詞,支持醫療人員的工業行動,並表示願意為斡旋調解而出力。
