To draw attention to very positive reference to JD in Committee's report and absence of realistic alternative.
2. To draw attention to evidence of China's continuing commitment to JD, including progress achieved at JLG XIV.

Committee can rest assured that we have been and remain in touch with the Chinese about the Basic Law through a variety of channels.

What other matters were covered in JLG XIV?
Group had a thorough exchange on general situation in Hong Kong. Also on localisation of legislation, and Hong Kong's international rights and obligations, seamen's travel documents.
These items are detailed and technical. But mark the beginning of a return to normal business. This should in itself help to
boost confidence in Hong Kong.

1. To explain need to avoid any detailed discussion of our contacts with Chinese at this sensitive stage in the drafting process, while demonstrating that we have nevertheless made vigorous efforts to get the Basic Law right.
Committee's Questions
Respecting confidentiality on exchanges with Chinese appears to be kow-towing?
No.
As our reply to Committee's Report makes clear, if our representations about the Basic Law are to be effective, their confidentiality must be respected.
Progress with Chinese on specific issues?
Cannot comment further on exchanges at this crucial point in drafting process. Could jeopardise chances of satisfactory outcome.
Stationing of PLA in Hong Kong [if pressed]

Joint Declaration provides for China to station military forces in Hong Kong SAR for purpose of defence.
Joint Declaration also stipulates that those military forces shall not interfere in SAR's internal affairs.
Have urged Chinese to take Hong Kong's sensitivities fully into
account.
