confidentiality about our exchanges with the Chinese on the Basic Law must be respected. Does this not appear to be kow-towing to the

Chinese?

What progress has been made with Chinese over specific issues

such as:

Interpretation of the Basic Law?

Public order/declaration of emergency and

(c)

Stationing of PLA troops in Hong Kong.

Constitutional Development

(a) Legislative Council

Is the OMELCO consensus representative of Hong Kong opinion as

regards 1991 and beyond?.

If it is, should HMG follow this consensus (on 1991)?

If it is not representative of Hong Kong opinion, what is the

state of Hong Kong opinion on the 1991 issue?

- If the Government is unable to say exactly what Hong Kong people

want, should they not undertake a green paper exercise to ensure adequate consultation.

(b) Chief Executive

Do the Government agree with OMELCO as regards the election of

the first Chief Executive?

How to take account of the views of Hong Kong people on this

issue.
