concerned about the speed of constitutional development in Hong Kong. Mr Maude was bound to be pressed on this when giving evidence to the FAC on 13 December. The Committee would hope our line would not be too secretive.

6. Mr Wilson rounded off with a remark that the Committee would not like to hear public announcements, from whatever quarter, of, for example, Boat People repatriations, while the FAC were kept in the dark.
