RELATIONS WITH CHINA

CONFIDENTIAL

Objectives

1. To make clear that we shall continue to take a robust line in defence of Hong Kong's interests but that we have no wish to prolong the current period of tension with China.

2. To set out clearly, if asked, our views on subversion and

internationalisation.

Points to make

Always attached importance to defending Hong Kong's interests. Shall continue to make views known to Chinese in plain terms. no desire to see recent period of difficulty in Sino British

relations continue.

But

Need now is for calm and constructive exchange on government to government channels. In Hong Kong's interests that we bring this period of public disagreement to an end. Helps no one nor confidence in territory.

Chinese Complaints about Subversion

HMG and HKG have no intention of allowing Hong Kong to be used as base for subversion against PRC.

But HKG must operate within own laws, which provide for certain freedoms. Crucial to Hong Kong's stability and prosperity that these freedoms be preserved. Have made these points clear to Chinese Government.

Governor has urged Hong Kong people to exercise those freedoms responsibly Believe majority of Hong Kong people realise the good sense of this.
