Committee's Questions

(a) Legislative Council

How representative is OMELCO consensus?

OMELCO consensus has attracted a good deal of support in Hong Kong. Should be taken very seriously. Clear desire in community for faster pace of democratisation than previously envisaged.

What is state of Hong Kong opinion?

No easy answer to that. For example South China Morning Post opinion poll of 11 December indicates that 53% of people questioned would favour seeking a compromise on plans for 1991 if there was a conflict with Chinese views. And many different ideas about 1995/7.

New Green Paper exercise?

Main purpose of a Green Paper is to stimulate discussion. Vigorous debate already taking place.

No real need for further

Green Paper consultation, which would inevitably take time.

(b) Chief Executive

Important thing is that Election Committee for Chief Executive should be fully representative of Hong Kong opinion. Chinese well

aware of our views.
