At Sylvia Bailey's request, I asked NTD about the logistics of publishing a fairly short Command Paper in mid-November.

HMSO would require the final version 10 days before publication was due at the very minimum. But the proof (available after about a week) would have to be read and returned to them within 24 hours.

For publication on Wednesday 15 November, for example, we should be looking to have the final version approved by all parties by Thursday 2 November at the very latest.

Mr Maude may find it useful, before he sees Mr Howell, to have some indication of the timescales involved.
