Finally, on the subject of Vietnamese boat people, I
am acutely conscious of the immense and growing strain
which this problem is placing on Hong Kong. The Geneva
Conference on Indo Chinese Refugees did well to secure
commitments to resettle all refugees in the region within
three years;
and it took a very significant step forwad
by acknowledging that the era of automatic resettlement
of all boat people is over and that the future of all
those screened out as non-refugees must lie in Vietnam.
On the latter point, we are determined to press on with
the repatriation of the screened out as soon as possible
and are making satisfactory progress to this end.
