HONG KONG: FAC REPORT
1. Mr Maude telephoned Mr Howell on 23 October. The Minister said that he hoped it would be possible to make an announcement on the Nationality Package within the next 6 weeks, although this was not absolutely certain. He assumed that the Committee would therefore prefer us to delay a reply until then. Mr Howell said that the Committee was in two minds whether the reply should be delayed until after we made an announcement, or to go for an interim reply in about a month's time.

Mr Howell said that, if an announcement was likely within a month, he would be happy to wait. If, however it became apparent within the next fortnight that no announcement would be made within this timescale, the Committee would wish to reconsider. The Minister agreed that in those circumstances we would send an interim reply. Mr Howell said that he would report the Committee's reaction at the end of this week.
