Going through on the floor of the Chamber bare, the
word "sparingly" was given as an undertaking to various
people that had concerns about this.
Do I interpret what you are saying correctly when
say that at the heart of what you would be looking to the
Prime Minister to provide in the light of what she said
last Thursday,
are crown servants and a much more flexible
attitude in the operation of 457
SIR DAVID VILSON :
I would certainly like to see 45 operated much more
generously than it is at present with those various
caveats taken out of it, but there is a point about 45
which I ought to make and that is that you cannot really
differentiate between serving crown servants

you cannot
say "This man should get a British citizenship!" and his
fellow who is exactly the same seniority in the service
and done much the same things does not. You cannot
distinguish between them.
