I do understand that looked at from this end, you

bave to look at the potential commitment but I do

emphasise the point that I made earlier: not only is it

true that far less than 3.2 million actually have these

passports at the moment, but far less than the number who

actually have them would, in my view, wish to come here

under any circumstances but certainly that is true at the

moment.

If there is the sort of Armageddon scenario that you

were sketching, which all of wish to avoid, all of us will

do everything we possibly can to avoid, then I suggest

Britain does have a very strong moral obligation to the

people of Hong Kong,
