difficulty, This is really, I think, a question for the

Foreign Secretary rather than me,

but what I would see

the difficulty of opening up one section of a treaty which has been negotiated. To my mind, it is something which is an add-on problem rather than something where you go

back and re-negotiate the actual treaty.

Could we now turn to the question of nationality,

which has greatly preoccupied minds both in Hong Kong and
