The point on which people,

focus in Hong Kong is Article 18 of the Draft Basic Law,

where it lays down that national laws can be implemented

in Hong Kong by the State Council if the Standing

Committee of the NPC declares either a state of war or

and more significant by reason of turmoil within the

Hong Kong SAR which is beyond the control of the Region.

In other words, an ability to impose national laws, which

could include emergency laws, in those circumstances.

I would expect people in Hong Kong to focus very

much on that provision, to make sure that it is as water-

tight as possible and that it includes a Hong Kong element

in determining when that point has been reached.

If there is a state of war then, quite clearly,

quite extraordinary conditions prevail, but it is this

state of turmoil that I think people will want to

concentrate on and make sure that there are adequate

safeguards in dealing with that.
