HMG HAS MORAL OBLIGATION TO IN HONG KONG PEOPLE?

Fully understand concerns in Hong Kong at present time and why Hong Kong people are pressing their claims for right of abode in UK. Acutely conscious of their wish to secure some form of assurance for themselves and their family. Will do everything we can to enhance their security. On that basis Government are looking urgently and sympathetically at scope for flexibility.

But as have already told the House, could not easily contemplate a massive new immigration commitment, which could more than double

ethnic minority population of UK.

WILL YOU PROVIDE AN INSURANCE POLICY?

Must be realistic on this point. Cannot provide an insurance

policy on the basis that it would not be used. No responsible

government could grant potential rights without being prepared to honour those rights.

WHAT ABOUT INTRODUCING A QUOTA SYSTEM TO CONTROL NUMBER ENTERING UK

IN ANY MONTH/YEAR?

A quota system might simply encourage people to leave earlier than they might otherwise have done.

WHAT ABOUT ARMAGGEDON?

If disaster overtook Hong Kong and people fled the territory in vast numbers, we would do was within our capacity] to help. Am confident that any future British government would do the same. Would also seek to mobilise our friends in international community to help.
