IF CANNOT SCRAP JOINT DECLARATION, WHY NOT RENEGOTIATE IT?

Joint Declaration is a very good agreement. No doubt, in the

light of events, we might wish to write some things differently

f we were to try to renegotiate Joint Declaration, Chinese

would reopen matters too. Absolutely no certainty that we would get

a better agreement.

WHY NOT NEGOTIATE ADDITIONAL AGREEMENT WITH CHINESE STIPULATING THAT

PLA SHOULD NOT BE STATIONED IN HONG KONG?

Need to bear in mind that Chinese have a right to station troops

in Hong Kong under

Section XII of Annex I to the Joint

Declaration.

Question is where they are stationed, how many there are and

what they do. These are matters which we will have to look at

carefully.

WHAT WILL HAPPEN TO JOINT LIAISON GROUP?

As I told the House on 6 June, we must all share the hope that sane and balanced government will be swiftly and securely restored in Peking. But in present circumstances there can be no question of continuing normal business with Chinese authorities.

In practical terms this means that normal JLG work will not

proceed for the time being.

Next JLG meeting scheduled to have taken place in London on 18-21 July. Will clearly have to be postponed. Not clear when it will be right to hold it. But British Government will certainly

stick to its obligations under Joint Declaration
