We would of course have to investigate what other sources of finance might be available. We would certainly look to

international appeal. But our work to solve the Vietnamese boat people problem would then focus on bilateral discussions with the Vietnamese, as a continuation of the process that led to the introduction of screening and Vietnam's later agreement to accept back volunteers. continued bilateral approach would be in accordance with the terms of the CPA.
