But you have been briefed in detail about the

arrangements in this area, both in closed session I

believe with the Foreign and Commonwealth Office, and also

by the Governor of Hong Kong.

The arrangements are very sensitive,

I do not think

that I can go any further and run the risk of breaching

confidentiality in an open session, notwithstanding the

conteats of that recent Guardian article.

But certainly if there are still any specific

questions that you would like to direct to myself I would

gladly answer them on another occasion and if you think it

more appropriate to direct them to the Foreign and

Commonwealth Minister I am sure the reaction would be

exactly the same.

I appreciate your concern on the issue and on what

you were told in Hong Kong.
