Therefore the Act,
in this instance, does make it
very clearly relevant to the individual and it could not be interpreted as referring to the general situation
prevailing in Hong Kong.
You may argue that the situation in Hong Kong should be part of a background, but certainly according to the Act it is the special circumstances of the applicant's case that have to be considered by the Home Secretary when he makes the decision as to whether this application for
registration should succeed or not.
MR TEMPLE-MORRIS:
We could have a semantic argument but I do not think
it would profit us really.
CHAIRMAN:
Could I just, Minister, ask you one further
question, and I want to confine this to one question, on a rather narrower category still for certain Crown Servants where Ministerial statements have been made talking of
certain assurances and this Committee recognises the sensitivity of these assurances and the sensitive nature of what is being said by Kinisters and we fully appreciate
that.
