1. I submit a brief for the Secretary of State's meeting with Mr Howell at Chevening on 6/7 May.

Although it may be too soon for the Committee to have reached

any firm conclusions, it would be helpful to discover what views

they have formed to take on the key issues of nationality and

representative government following their visit to Hong Kong and

Peking.
