FAC ENQUIRY ON HONG KONG: HOME OFFICE MEMORANDUM: NATIONALITY

Problem

1.

In preparation for Mr Renton's appearance before the FAC on

24 May, Home Office officials are this weekend submitting to

Ministers the attached memorandum to be given to the Committee.

Should we offer comments?

Recommendation

2. The draft is generally fine but there are a few changes which we should insist upon. I recommend that you speak to Mr Hurd's

Private Secretary early on 15 May to make the points at paragraph 5

below.

Background

3. We received this morning the Home Office draft memorandum on

nationality matters as they affect Hong Kong. The deadline for submission to the FAC is 17 May.

We have studied the memorandum carefully.
