General feeling of the Hong Kong Residents
1.
A mixed feeling of anger and helplessness has been accumulating. It is because from the negotiation of the Sino-British Joint Declaration to the current drafting of the Basic Law, our interest has not been looked after by any of the parties involved. The Hong Kong Government, the British Government and the Chinese Government either do not willing to listen, or if they do, they do not act as what we want. They have their own interests different from us.
Causes for such a feeling

A number of issues account for the germination of such a feeling :

The passage of British Nationality Act 1981 in the U.K.
The Hong Kong (British Nationality) Order 1986 The imposition of liability of Vietnamese Boat people on Hong Kong
The slow progress of political reform in which only 10 seats will be elected to the Legco by 1991 and Despite strong opposition to the proposed political structure of the first SAR Government in the Basic Law first draft, the proposal was passed in the Basic Law Drafting Committee.

The Hong Kong People rule Hong Kong' concept which was once deliberately promoted and advertised during the sighing of the Joint Declaration by the British and Chinese Governments is now interpreted in a number of different ways from what all the Hong Kong people's understanding of it i.e. an elected administration through one person one vote.
What can HK people do ?

Three things:
Write a good fact finding report which hopefully will reflect the impacts of the British decisions in the process of handing over on the Hong Kong residents so that the future historicans can have a good reference document
