Thank you for the fax message dated April 13.

I would certainly hope that the Committee will hear about individual cases whilst in Hong Kong, since these are what truly indicate whether a policy is being put into practice in a meaningful or sincere manner at the grassroots level.

Grateful if you would place my request to meet briefly with the Committee before them.

I enclose two written comments which bear on the question of the development of representative government here as I have seen it in practice.
